Single Lighting Regulation (SLR) and Energy Lighting Regulation (ELR)

There are some fundamental changes to regulations that will affect the lighting industry this year. In 2019, the European Commission published the Energy Lighting Regulation (EU)2019/2015 laying down the energy labelling requirements for light sources and separate control gears. They also published the Single Lighting Regulation (EU)2019/2020 laying down the ecodesign requirements for light sources and separate control gears.

The documents are available as a free download and in support of the regulations, Lighting Europe has published two supporting 'Guideline' documents which are also available as a free download.

The Single Lighting Regulation, referred to as SLR, outlines the ecodesign requirements for light sources and separate control gears merges and repeals three previous regulations into a single document negating the need to consider three separate documents when looking to achieve compliance. The scope of the document is to encompass light sources, including LED lamps and modules and 'containing products' as opposed to just lamps and luminaires. Manufacturers and suppliers need to ensure that the lighting source and separate control gear in their containing products comply with the relevant EU legislation.

The Energy Lighting Regulation applies to light sources with or without control gear with regard to the energy labelling of light sources and repeals a previous regulation. The energy labelling requirements are mandatory and apply to all products placed upon the European market or put into service where they are installed. The new Energy Label Regulation (ELR) gives existing products a new, updated label that classifies the product according to ecological and sustainable criteria, among other things. The highest energy efficiency class was previously A++, but light sources in this class now fall into the new C to F classes

There is also the requirement for product and technical information to be entered onto an EPREL database for market surveillance.
